The digest
This briefing examines a recent terror attack at Old Dominion University (ODU) linked to ISIS, broader patterns of Islamist terrorism within the United States, and the intersection with legal immigration policy and national security. It also features an in-depth conversation with Congressman Chip Roy on policy responses designed to counter Islamist extremism and reform immigration laws. The discussion is critical for policymakers, security professionals, and citizens concerned about domestic terrorism, immigration, and cultural assimilation in America.
Overview of the Old Dominion University Attack and Its Context
On March 12, 2026, Muhammad Jallow, a former Virginia National Guardsman and previously convicted ISIS affiliate, opened fire at Old Dominion University, killing Lieutenant Colonel Brandon Shaw, an Army ROC instructor and decorated combat veteran. Jallow reportedly shouted “Allahu Akbar” before the attack and had been under FBI investigation for material support to ISIS. He was arrested and convicted in 2016 for attempting to assist ISIS but was released from prison in 2024.
The suspect's background—arrested for terrorism-related offenses, then released and allowed access to firearms on a college campus—highlights systemic concerns about how the justice system manages individuals linked to extremist ideologies. Crucially, Jallow's actions echo prior terrorist incidents, demonstrating a pattern of "predictable" attacks that authorities failed to prevent effectively.
Multiple students and security personnel acted bravely to neutralize Jallow, subduing and ultimately causing his death. Their courage prevented further casualties and underscores the importance of immediate defensive responses in active shooter situations.
